Qarz-e-Hasna Scheme 2013 for Youth

The Government of PMLN has introduced Qarz-e-Hasna Scheme 2013 for Youth  another policy which has opened the gates for aggressive debating and opposing from the opposition and even from the local people. The Finance Minister of Pakistan Mr. Ishaq Dar has said that the federal government has decided to allocate five billion rupees in regards of launching a scheme known as “Qarz-e-Hasna” especially for the youth of the nation so that young people who are unemployed or even are willing to establish their own business could make use from these Qarz-e-Hasna funds. The allocation is being equally distributed amongst the male and females of the country as no gender discrimination is being promoted, as according to the policy; Fifty percent of the beneficiaries of this scheme will be women and the remaining fifty percent will be men. He said that it has also been decided to launch a new scheme to provide laptops to the students pursuing degree program from one of the HEC recognized universities or institution.

Mr. Ishaq Dar said the scheme for reimbursement of tuition fee at Masters’ and doctorate levels which is available for the students of Baluchistan‚ FATA and Gilgit Baltistan is being expanded to Interior Sindh‚ Multan‚ Bahawalpur and D. G Khan division which are equally less developed. Referring to the programmes for good governance‚ the finance minister said Parliamentarians Works Program-1 will continue and an amount of five billion rupees is being allocated for this program to ensure development activities at the grassroots level‚ while the Public Works Programmes-II is being stopped forthwith.

Ishaq Dar said the ministry of finance has issued necessary instructions for immediate ceasing of secret service expenditures and return of unspent balances. Similarly‚ the proposed allocations for next year are being cancelled. However‚ such secret service expenditures will be made only to the agencies connected with the national security. The finance minister said Prime Minister Nawaz Sharif had withdrawn exemption on tax free imports of luxury vehicles for VVIPs. However‚ the previous governments allowed such vehicles without duty. He said the new government has again decided to withdraw exemption on the import of these luxury vehicles.

Rs. 5 billion has been earmarked for the launching of ‘Qarz-e-Hasna’ scheme in the federal budget for 2013-14 to facilitate the youth to establish their own businesses.

Youths will be able to get Rs. 500, 000 loan and Rs. 10, 000 monthly scholarships through the scheme. Finance Minister Ishaq Dar, while presenting the budget 2013-14 in the National Assembly; he further added by saying that it had also been decided to launch a new scheme to provide laptops to students pursuing degree programmes from one of the HEC recognized universities or institutions.
