ICAP has formed a governing council within their premises which are responsible to carry out all the related functions regarding the affiliations, authentications and verifications. This council comprise of 19 members, ICAP is not free from the influence of the federal government because it is a government owned body and that is why out of those 19 respective members 15 members of the council are being elected by the ICAP members while the remaining 4 council members are being selected by the Federal Government. There are four designations in ICAP which comes under direct influence of the federal government which includes the following;

  1. Chairman SECP
  2. Deputy Auditor General of Pakistan
  3. Secretary Planning and Development (formerly Chairman FBR)
  4. Secretary Finance.
